Branch office server

 I have MDT 2012 SP1 running on a dedicated 2008 R2 server at our central office. We are a school system with 170 remote locations. I would like to eventually setup the remote locations as branch offices within MDT. The issue that I have is that our budget will not allow for us to purchase 170 additional 2008 R2 licences to have "dedicated" deployment servers at each location. We do currently have a server 2003 file server at each school which we are going to upgrade soon to server 2008 or 2012. These file servers hold the users home directories and all the software that we push out to that particular school. Do I have to have a dedicated server for the deployment share or would it be ok to have the distribution share on that file server? What impact would it have on users access to thier home directories if a deployment is in progress from the same server?
