Task sequence not running state restore

I am having a problem where after a Win 7 image is deployed to my workstations the state restore phase does not run, that is, the image is deployed and then the machine ends up at the login screen where I cannot login because the local administrator account is disabled and the machine is not domain joined.  My customsettings.ini has SkipFinalSummary=NO, normally I see the Finish screen but now I do not see the finish screen, I end up at the Windows login screen.   This image that I am deploying has been captured using a sysprep and capture ts from another machine which has never been domain joined, it is a thick image.

I have had this exact issue before and I've always been able to fix it by recreating the sysprep and cap ts, but this doesn't seem to work this time.  The unattend.xml that I'm using for the capture ts is the same as that for the deploy ts.  Screenshots of each ts are below:

Anyone have any ideas?

And probably a silly question but are the ts.xml and unattend.xml the only files that make up / control / decide how the task sequence works?  I mean if I have 2 task sequences with the same ts.xml (apart from the ts name) and unattend.xml, should both task sequences work exactly the same?
