Two issues with upgrading to 2004 through Windows Updates.

I have pc's built on 1809 and my Server group finally updated their Allow Feature Updates OU, which obviously lets us get to 2004. That's all great, but two things are going on and I have a war between my Security group and Server group.

For one, when you get to 2004, you cannot get updates FOR 2004 as it says a connection could not be made to the update server. (I'm thinking that is Security group).

At the same time, with 2004, moving a pc from one OU to any other, then running gpupdate/ force, I get:

The processing of Group Policy failed because of a lack of network connectivity to a domain controller. I'm not sure if this is Security or Server or what. So I can't move my pc's around and apply GPO's for that OU to the computer. The user policy gets applied. I'm not sure who to terrorize.
Does anyone have an idea of what's going on with these two issues?
