Help with WDT time zone deployment share rules

I have windows deployment toolkit configured on a member server on my test network. I am trying to teach myself how to configure the deployment share rules. I have set pacific time in the default section of the rules. After the image is deployed to the target computer, the time zone is not to set to pacific time. I am deploying win 10 to the target computer. Is the command itself wrong, or am I in the wrong place? I have included a screen shot.
