Windows server 2016 on HPE Proliant server"Windows could not parse or process unattend answer file for pass [specialize]." error

while installing a Windows server 2016 on my HP ProLiant server I get "windows could not parse or process unattended answer file for pass [specialize]. the settings specified in the answer file cannot be applied. the error was detected while processing settings for component [Microsoft-windows-shell-setup]" error. can anyone help please?
